Let the game finish loading and exit, start the launcher again and the mods should now be listed in the launcher as being available, enable the check mark next to the mods, then start the game and the mods will now be enabled for play.

i tried solutions given here, but they didn't work. One thing that always bothered me, though, was that I couldn't get ironman mode to work despite having cloud saving enabled.
Well guess what, I didn't, and that's the same reason my mods didn't update after the first previous launch! It seemed like cloud saving was forced on to the game because it was grayed out, but in fact it meanth I had never enabled cloud saving for any game eu4 workshop mods not downloading begin with!
